The Ice Core Working Group (hereafter referred to as ICWG) was formed after a recommendation from the National Academy of Science in 1986. The Academy envisioned an ICWG made up of representatives from institutions prominent in ice coring activities that would provide guidance for U.S. ice coring activities and the National Science Foundation. The formation of the ICWG has provided scientific guidance on the direction and role of the U.S. ice coring community. The ICWG also provides scientific oversight of the National Ice Core Laboratory. These by-laws are established by the ICWG for continuity in the role it performs.
- Membership
The ICWG shall have a diverse membership with broad capabilities, where each member brings important and relevant areas of expertise.
The size of the ICWG should be of appropriate size to facilitate input from the U. S. ice core community.
No more than 25 percent of the ICWG should be from the same institution in order to provide broad community input.
Members of the ICWG should serve a standard 3 year term with the term beginning during the first meeting attended.
A staggered schedule of retirement and appointment will assure continuity.
The ICWG may extend individual membership if necessary.
A Chair will be appointed by the ICWG and serve a two year term.
Each member will have one vote on decisions by the ICWG.
- Election of ICWG members
All members of the U. S. ice coring community are eligible for membership on the ICWG.
Nominations are to be accepted each year.
New members will be determined through a vote by the current ICWG.
In the event of a tie vote the ICWG may:
Call a revote
Let the nominees decide on membership
Appoint both nominees to the ICWG
Current members should not be re-appointed if new nominees are available.
- Meetings
ICWG should meet at least once a year.
NSF should provide travel support for the ICWG meeting.
An appointed member who can not attend a meeting should arrange for a ICWG approved alternate.
Meetings should be held at least every 3 years at the National Ice Core Laboratory and perform a site visit.
- Ad hoc Committees
The ICWG may form ad hoc committees as it see fit. The committee may consist of members and non-members as appointed by the ICWG. Currently there are five committees:
- Sample Allocation Committee (SAC) - Provides guidance on sample acquisition from NICL.
The SAC will be headed by the Chair
Members will provide timely decisions on sample requests
An odd number of members should be established
Final sample acquisition will be approved by NSF
- Scientific Drill Development Committee
Provides scientific oversight on ice core drill development
Develops scientific objectives related to ice core drilling in consultation with the ICWG.
- Data Submission Policy Committee
Provide ICWG with data policy for ice core data submission
- Core Quality Standard Committee
Provide ICWG with a core quality rating system
- Borehole Access Committee
Provide ICWG and NSF with recommendations to ice core borehole access.
- National Ice Core Laboratory (NICL) Scientific Oversight
The ICWG provides scientific oversight on activities at NICL relating to:
Policies on sample acquisition and use of the facility
Ice core processing techniques
Infrastructure
